What is this creature? Probably from mythology of some sort...?

Sounds like you're talking about sirens though I think they did supposedly come above water, onto rocks and such, to sing and lure fishermen to their deaths. There's also mermaids of course, but I'm under the impression that they were considered helpful in mythology, if not a bit unnerving, to see a chick swimming next to your boat in the middle of the ocean.
