Why do people roll up behind you right on the bumper?

i live in a very hilly town in colorado and a lot of stop lights are on hills and if you are driving a stick shift it is stressing trying not to roll into the guy 3 inches from my bumper. i used to live in CA and people don't do that to you. what's with these tail gaters?
