Did anyone witness an accident on the 4th of July in Carmel Indiana at 98th and Keystone?

My daughter was attempting to make a lane change into a left turn lane, when a large black pickup truck rearended her and sent her across a median gry area and into a lane of oncoming traffic. the pickup truck was going well over the speed limit which was only 40 mph by the way. The witness the police say that they have did not show up until minutes after the crash and was seen hugging one of the young men in the truck before police were on scene. She has lied in the report and stated that my daughter was in the far lane and pulled out in front of the pickup, causing him to hit my daughter.
