Residential code violation.?

What do I need to do if I find out my stair case wasn't built to code. I have had at least four people fall. After research I found out my hand rail should be continuous, its not there is an extra step beyond hand rail to landing. Also states (per International Residential Code (IRC). that landing must be 36" mine is 32. My builder is given me the run around.
